Clackamas County has three distinct flood corridors that generate most of its elevation certificate demand: the Clackamas River floodplain, the Willamette River frontage through Oregon City and Gladstone, and the Sandy River corridor in the county’s eastern reach. In 2026, elevation certificates in Clackamas County run $350 to $600, completed by a licensed Professional Land Surveyor under Oregon’s OSBEELS licensing framework.
Clackamas River Floodplain
The Clackamas River winds through the county from the Cascade foothills to its confluence with the Willamette River near Oregon City. The lower Clackamas River corridor, particularly around Canby and the rural areas south of Oregon City, has FEMA-mapped Special Flood Hazard Areas. Properties on or near the river in these zones may carry Zone AE or Zone A designations.
Canby, one of the county’s agricultural communities, sits adjacent to the Clackamas River. Some residential and agricultural parcels near the river have flood zone designations that require flood insurance, and elevation certificates are needed to set accurate premiums.
Oregon City and the Willamette Frontage
Oregon City, the county seat, sits on the Willamette River. Gladstone, immediately north, also fronts the Willamette. Both communities have riverfront areas with FEMA flood zone coverage in the floodplain below the Willamette Falls. Properties close to the river in Oregon City and Gladstone may fall in designated flood zones, particularly those at lower elevations on the river-facing slopes.
If you are buying or refinancing a property in the lower-elevation portions of Oregon City near the Willamette, check the current FEMA Flood Insurance Rate Map for your parcel. Zone AE coverage in this area means flood insurance is required by federal law if you have a federally backed mortgage.
Sandy River Floodplain
The Sandy River runs along the county’s northeast edge before entering the Columbia River Gorge. Areas near Dodge Park, a recreational area along the Sandy River corridor, have FEMA flood zone coverage. Rural properties along the Sandy River, including those used for recreation and seasonal access, can fall within the flood zone depending on elevation.
How the Elevation Certificate Process Works
A licensed PLS visits the property and measures the lowest floor elevation using NAVD 88 vertical datum. The measurement is compared to the Base Flood Elevation shown on the FEMA Flood Insurance Rate Map for the property’s location. All measurements and property data are entered on FEMA Form 086-0-33.
The completed certificate goes to your flood insurance provider. NFIP premiums are directly tied to how much your lowest floor sits above or below the Base Flood Elevation. A property well above the BFE pays substantially less than one at or below it. In some cases, an elevation certificate can demonstrate that a property is higher than its flood map designation suggests, which can trigger a Letter of Map Amendment (LOMA) to remove the flood zone designation entirely.
